    It did seem that in the past, even where pay scales were been adjusted for a grade, the employees were not moved within that grade or given a pay award including the element of the grade pay scale adjustment

    Thus if an employee was, for example, near the mid-point of a salary band which was adjusted, they effectively seemed to have moved backwards down the grade – the higher point of the salary band moved further away from them, and they effectively moved nearer the bottom of the grade.

    Is this how it was intended to work, when the salary bands of lower-paid grades were adjusted?

    Hopefully their annual pay increase would have been more than the pay scale uplift, but in theory they could move backward as the two things are not linked.
